2d2881fd253a50378bc8f1c95e1514f7.doc百尺竿头更进一步OpenUpNewHorizonforChina-GermanyRelations我即将再次访问德国，目的是全方位推进中德合作。对此，有人可能会问一些问题，这些问题都可以从中德合作的历史脉络和现实需要中、从中国的改革开放与发展中找到答案。IwillsoonbevisitingGermanyagaintoboostChina’scooperationwithGermanyonallfronts.Peoplemaywanttolearnmoreaboutthevisit,andIbelievethatonecanfindanswersinboththehistoricalevolutionofandcurrentnecessityforChina-GermanycooperationaswellasinChina’songoingreformandopeningup.中德为什么能够越走越近？WhyareChinaandGermanygettingcloser?原因很简单，就是双方共同利益越来越大，相互需求越来越强。近年中德各领域合作发展迅速，两国都把对方视作最重要的经济伙伴之一，联手应对国际金融危机使这种纽带更加牢固。目前，中德合作已成为中欧合作的龙头，双方贸易额占到中欧贸易总额的30%左右。据中国商务部统计，去年德国对华实际投资达14.5亿美元，增长了28.5%，中国对德投资项目数量位列第三，仅次于美国和瑞士。在全球经济低迷的背景下，这一成绩令人刮目相看。Thereasonissimple:Bothourcommoninterestsandmutualneedaregrowing.Inrecentyears,wehaveenjoyedrapidgrowthinbilateralcooperationacrosstheboard,andweregardeachotherasoneofourmostimportantbusinesspartners.Thisbondhasbeenenhancedbyourjointresponsetotheinternationalfinancialcrisis.Today,cooperationbetweenourtwocountrieshasbecometheenginedrivingChina-EUcooperation,withChina-Germanytradetakinguproughly30percentofChina’stotaltradewithEurope.AccordingtostatisticsofChina’sMinistryofCommerce,Germanpaid-ininvestmentlastyearinChinaincreasedby28.5percenttoreach1.45billionU.S.dollars,andChinabecamethethirdlargestforeigninvestorinGermanyintermsofprojectnumber,nextonlytotheUnitedStatesandSwitzerland.Thisisremarkableinasluggishglobaleconomy.两国合作促进了彼此的发展。中国的长项是市场规模大，但在科技研发、企业管理、产品工艺等方面，从德国学习借鉴到很多。可以说，在中国现代化进程中，德国是持久的合作伙伴。双方合作也为德国经济增长增添了活力。中国汽车市场已占到大众汽车全球销量的30%，是宝马公司全球第一大市场。西门子和巴斯夫公司也把中国作为全球第三大市场。第5页共5页 2d2881fd253a50378bc8f1c95e1514f7.docChina-Germanycooperationhascontributedtoourrespectivegrowth.Chinahasalargemarket,whichisourstrength.ButwehavelearntalotfromGermanyintermsofresearchanddevelopment,corporategovernanceandtechnologies.GermanyisChina’slong-termpartnerinitspursuitofmodernization.CooperationwithChinahasalsostimulatedGermany’sgrowth.TheChinesemarketaccountsfor30percentofVolkswagen’sglobalsalesandisthelargestmarketforBMW.ChinaisalsothethirdlargestmarketforSiemensandBASF.中德合作能继续有所超越吗？Canweaimforevenclosercooperation?答案是肯定的。目前中德合作已经达到历史新高度，但中国有句老话，百尺竿头更进一步。现在双边贸易额为1600多亿美元，只占中国外贸总额3.8万亿美元的4%左右。在中国日益增长的对外投资中，德国所占的份额也比较低。中德相互促进、共同增长，是大有可为的。Theanswerisyes.WhileChina-Germanycooperationhasreachedarecordlevel,wecandoevenbetter.Ourtwo-waytrade,whichstandsatover160billiondollars,isonlyabout4percentofChina’stotalforeigntradeof3.8trilliondollars.AndGermany’sshareofChina’sever-growingoutboundinvestmentisstillquitelow.Thismeansthatthereisgreatpotentialtobetappedingrowingwin-winbusinesstiesbetweenourtwocountries.同时，中国自身发展还有很大空间。我们将通过努力，到2020年使GDP和居民人均收入比2010年翻一番。中国有13亿多人口，正在推进工业化、信息化、城镇化、农业现代化，每年有1000多万人口从农村转移到城镇，居民消费结构逐步升级，产业结构加快调整，这些都能持续释放巨大的内需潜力。What’smore,Chinaitselfhasvastspacefordevelopment.Wewillworkhardtodoublethesizeofthe2010GDPandpercapitaincomeby2020.China,acountrywithover1.3billionpeople,issimultaneouslypursuingindustrialization,applicationofinformationtechnologies,urbanizationandagriculturalmodernization.Everyyear,over10millionruralpeoplemovetocities.Themixofindividualconsumptionisbeingupgraded,andeconomicstructuraladjustmentisaccelerating.Allthesewillreleasehugepotentialindomesticdemand.尤其是中国的改革会带来巨大红利。过去30多年中国经济持续快速发展，靠的是改革；今后促进经济持续健康发展，还是要靠改革。目前中国改革已进入深水区、攻坚阶段，我们将全面深化行政体制、财税、金融、价格等重要领域改革，通过改革促进经济转型、民生改善、社会公正，激发市场的潜力和发展的动力。第5页共5页
